On : 11.13.23.07.0 version, Service Request

Unable to add new status value for service request

Steps to Reproduce

---------------------
Setup and maintenance > Manage standard lookups > Lookup types: ORA_SVC_SR_STATUS_CD > add new lookup code

Setup and maintenance > Manage Service Request Status Value > Create Status is disabled
