ACTUAL BEHAVIOR
---------------
When a HR Specialist user is trying to hire an employee, under Payroll Details, is not able to see the LOV for Payroll Frequency.
EXPECTED BEHAVIOR
-----------------------
Payroll Frequency LOV needs to be active.
STEPS
-----------------------
1. Hire an employee.
2. Edit the Payroll Details.
3. Observe Payroll Frequency - Payroll section doesn't fetch any values.
