POHdrMod, POHdrDel messages stuck in MPS_STAGED_MESSAGE for Non-Managed Stores

A lot of POHdrMod messages coming from RMFCS and getting failed in SIOCS (MPS_STAGED_MESSAGE) for Non-Managed Stores. The error message is always the same: "Purchase order does not exist!"

The scenario is that RMFCS was already live before SIOCS and has a history of transactions (POs). The SIOCS Cutover will be a phased store roll-out, using SIOCS Managed Stores functionality and Open Transactions in RMFCS will be migrated to SIOCS for the SIOCS Managed Stores.
However, if a store is NOT managed in SIOCS, you were not expecting PO messages for that store to fail: POHdrCre get filtered out but not the Updates/Deletes messages

Ultimately, this will fill SIOCS with error messages which would make other message errors harder to identify and manage.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Set a Store in SIOCS as Non-Managed Store.
2. Create a Transfer/alloc in RMFCS
3. Modify/Close a Transfer/Alloc in RMFCS
