How 'Auto Ranging of Items for Unit and Amount Stock Counts' and 'Allow auto ranging items' system option differ?

For example, when doing a stock count with the option as "Allow Non-Range Item" to Yes, it will allow to add items to the store range. So in this case, when is the "Auto Ranging of Items for Unit and Amount Stock Counts" used and what is the expected behavior?
