FAW Private Endpoint Instance Provisioning Failed in Create_Service Work Request (Doc ID 2978941.1)

Symptoms

When Admins provision an FAW instance with private endpoint, the provision may fail with the Create_Service step.
Admins may see that the Create_service step has been failed under the FAW Instance > Work Requests tab such as the below screenshot
