Symptoms

ACTUAL BEHAVIOR

Some countries are missing from the list of values in all of the page..

EXPECTED BEHAVIOR
-----------------------
Expect that all countries would be available for selection

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
The issue is found in all pages where a country can be found.
For example:
1. Settings and Actions menu  > Set preferences  > select the 'Regional' link.   Some countries are not available
2. Navigate to Sales > Accounts page.  Create a new account.   Some countries are missing from the list of values.
