Shipment Planning and Show Routing in OTM Not Considering Time Based Rate Cost Component on Rate Record

Symptoms
In OTM, while executing "Show Routing" action on an Order Release or doing "Bulk Plan" - system is NOT considering the Time-based Rate Cost component (like Shipment Total Handling Time) on Rate Record.
Steps to Reproduce
--------------------------
1. A Rate Record is configured with below condition basis
Basis 1: Shipment Total Handling Time
Basis 2: Per Shipment
2. On an Order Release, when executing 'Show Routing' action - it is not considering the rate cost component for Handling time and showing cost only against the per Shipment basis.
3. On an Order Release, when executing 'Bulk Plan' action, shipment is generated only with the cost on per Shipment basis
