Symptoms
When user attempts to correct the employee hire date, the following error occurs:

"The Effective Start Date attribute must be on or before the Effective End Date attribute."
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to My Client Groups > Person Management > Search for the Person.
2. Click on Actions > Personal and Employment > Work Relationship.
3. Attempt to change the Hire date > Error occurs.
