FAW: HCM Department Context Data Security Not Being Applied Correctly

Symptoms
The out-of-the-box "HCM Department Data Security" application role is a member of a custom group. User ‘xxxx’ is a member of this custom group. Security context "HCM Departments" is assigned to this user.
Additionally, line manager role is also assigned to this user. When the user xxxx logs into FAW and checks headcount data under one of the departments that he has access, it shows incorrect headcount when compared to source.
Expectation is that the Line Manager Security should work along with the Custom HCM Data security based on Department Data Role and show values similar to Fusion.
