ACTUAL BEHAVIOR

After loading Area of Responsibility with HSDL / HDL (AreasOfResponsibility.dat), the new transaction initiated doesn't send an approval notification to the new loaded representative

EXPECTED BEHAVIOR
-----------------------
After loading Area of Responsibility with HSDL / HDL (AreasOfResponsibility.dat), the new transaction initiated should send an approval notification to the new loaded representative

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. loading Area of Responsibility with HSDL / HDL
2. initiate a transaction that should route for Approval based on Representative
