On : 11.13.23.07.0 version, Order Promising

Why is the ESS Process - Refresh and Start the Order Promising Server - completing with a warning. HVGOP is enabled?

####[2023-09-17T08:04:35.985+00:00] [INFO] Global Order Promising server successfully started, and it is ready to promise. However, because the GOP C++ server will be decommissioned in the near-term, this scheduled process has been moved to Warning status.
