After the update to v19.3.020 (ReIM) users are experiencing a detail level taxes are required error when creating invoices in REIM.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.) Users starts to create an invoice

2.) User enters in the information for said invoice
2.1) User does not enter tax information when creating invoice (99% of the invoices we create do not have tax associated with them.)

3.) User attempts to default from order or default from receipt and encounters the error.
