Fusion Global Payroll: Retro Process Marks Element 'Unprocessed' In The Second Run

Symptoms
When running QuickPay for selected elements then adding the new element, Retro creates an event for this element marked as 'Unprocessed', which is not desired.
The issue can be replicated using below steps:
1. Run "Calculate QuickPay" with an effective date of 1-MM-202Y.
2. Add an element entry on 1-MM-202Y.
3. Run retro on 1-MM-202Y to pick the changes happened before 1-MM-202Y.
4. Run monthly payroll on 30-MM-202Y.
