23D release is introducing "Redwood Experience for Personal Payment Methods for Self-Service Users", however, users accessing the UI with custom roles are facing below error message:

"Exception during RestAction"

As a result, users cannot add or update personal payment methods in the Redwood UI.

Steps to reproduce:

1. User accesses the application with a Custom Employee role

2. Me > Payroll > Personal Payment Methods

3. Observe error message:

"Exception during RestAction"
