Symptoms

ACTUAL BEHAVIOR
---------------
For a Billing Customer the Primary Address is not the same as the Site Address, the Identifying Address.

EXPECTED BEHAVIOR
-----------------------
1. The Billing Customer has multiple sites
2. A Bill To site has purpose as Primary
3. The Address which is reflecting at the Party level is from the other site which is not termed as Primary.
