When attempting to add an optional approval, the following error occurs.

ERROR

You can't request responses from all members of the role because it has more than 40 members. (EGO-2725857)


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a Change Order
2. On the workflow tab for step, add an optional approver role
3. Select a role has more than 40 users
4. See the error message
