Symptoms

Transactions are available in the SVC_RTLOG_DATA_LOAD_HIST table, but are missing in the SA_TRAN_HEAD table.

Steps to Reproduce:

The issue can be reproduced at will with the following steps:
1. Transactions are processed via Rest integration
2. SA_CREATE_RTLOG batch failed with any reason.
3. Rerun the job SA_CREATE_RTLOG
4. Job completed whereas the RTLOG created with system code PO
