Budget Entry REST API does not make some parameters Required (Doc ID 2985503.1)

Symptoms

In 23C Update Budget Entry Name parameter was made mandatory for Import Budget Amounts process from UI (Scheduled Process Page) but from REST APIs when invoking the same job without passing any name it works  and does not validate this parameters as required.

The REST API should behave as the UI.
