PROD - Cancelled Allocations Are Not Getting Deleted From RMS In V19 (Doc ID 2986201.1)

Symptoms

On : 19 version, Allocation Maintenance-->Workflow Change Status

ACTUAL BEHAVIOR
---------------
 In V19 we could see that when an allocation is cancelled in ALC screen, it is updating the status as 'C' and not deleting

EXPECTED BEHAVIOR
-----------------------
allocation is cancelled in ALC screen, it is updating the status as 'C' should be deleting alloc_header/alloc_detail tables in RMS.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create an allocation on Allocation screen with Item A and Quantity 1
2. See the distro present in RMS
3. Cancel all the quantities of Item A of the created allocation in Allocation screen
4. See that the distro is not deleted from RMS tables but status is set to 'C' in alloc_header/alloc_detail tables.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot delete the RMS allocation record tables.
