Manage Lease Accounting Configuration - Unable to Create Another BU in the Same Ledger (Doc ID 2987088.1)

Symptoms

The user wants to assign multiple business units to the same ledger. When configuring another BU, this is not appearing in Manage Lease Accounting Configuration > Create System Options.

The BU has a 'Location' assigned and 'Manage Common Options for Payables and Procurement' setup is configured.
