In the 23D environments, Customer sees the Promote and Change Position feature is delivered

This should not be delivered, as there has been no mention of it being delivered in 23D.

The issue can be reproduced at will with either of the following navigation paths:
1. My Team > Promote and Change Position
2. My Client Groups > Show More > Promote and Change Position
