Unable To Connect Call REST API With New Customer Cloud Proxy Server (Doc ID 2987361.1)

Symptoms

User have new proxy defined. When calling the REST api to get paysheet detail, get 403 error if use the new proxy. If switched back to the old proxy, the same REST call , same parameters, same user is working as expected.

The issue can be reproduced at will with the following steps:
GET https://<instance>.fa.oraclecloud.com/fscmReestApi/resources/11.13.18.05/paysheets/?q=PaysheetStatus='ORA_PAID'%20And%20OrgId=300013658789084%20And%20PayrunName='CTL-JUL-2023-1HP'&amp;orderBy=PaysheetId&amp;fields=PaysheetId,PayrunId,PayrunName,ParticipantId,PersonNumber,OrgId,OrgName,PaymentAdjustment1. REST API call
