User Getting Error Duplicate Record Exists While Inserting GL Mapping

Symptoms
When attempting to upload GL mapping, the following error occurs.
ERROR

A duplicate record exists for the current record.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Foundation Data --> Download Foundation Data.
2. Choose template type as Finance Administration and Template as GL cross reference.
3.Choose a particular dept/tran code/tran ref no from fif_gl_cross_ref and download the data into .ods file.
4. In the .ods file downloaded, upload the GL mapping for dept = -1.
5. After upload notice that the process fails with - "A duplicate record exists for the current record. "
