Why Expenditure category is not considered as filter in the Revenue calculation formula of Project Process Configurator?

Expenditure category is not considered as filter in revenue calculation formula, created via project Process Configurator, when using "Calculation Level Planned Burdened Cost in Project Currency" as a source.
Expenditure category is working as a filter instead when it is used with "Calculation Level Nonlabor Burdened Cost in Project Currency - ITD"
