Retail DB Ops Console Unavailable (Doc ID 2989702.1)

Goal

With 23.1.401.0 came the Retail DB Ops Console which features are critical for monitoring RDS. Our RDS is currently on version 23.2.3. The documentation says that it will be available from Retail Home, but it does not appear there in our environment.
Could you please investigate why it is not available and advise on potential steps from our side?
