Symptoms
On : 11.13.23.10.0 version, Receipt Accounting
For only Receipt Accounting Customers
The "Create Receipt Accounting Distributions" sub process "Import Transactions from Interface for Receipt Accounting" is stuck in status "Retrying" and "Errored out" after some time after 23D upgrade only Receipt Accounting Customers with below error in log file
"ReceiptAccrualPreProcessEss: ESS Job Result: BP:ERROR: For input string: "[,]" loadCmrPreProcDrivers() failed due to a SQLException. cmr preprocess failed due to an UnknownException."

The issue can be reproduced at will with the following steps:
1. Create Receipt Accounting Distributions Request without selecting Business Unit in parameters
