Credit Card Refund Rejected by Cybersource With Invalid or Missing Request Id

Goal
Credit Card refund is failing at CyberSource side and as per CyberSource team, its failing because Refund request is sending Authorization Request Id instead of Settlement Request Id to refund against.
In Cybersource Business Center, under Transaction Management, see following error for the refund transaction:
"The request id for the transaction is either invalid or missing"
Reason Code = 102
