In reference to the announcement EMPS (Employees) REST Resource End of Life Announcement 23D,

In Fusion Applications Update 23D, the EMPS (Employees) REST API resource will no longer be supported. As a result, there will no longer be assistance available via Service Requests, maintenance will no longer be delivered, and the EMPS REST API may experience performance degradation.

The Workers REST API resource provides richer capabilities and more robust functionality. We strongly suggest you begin planning your transition to the Workers REST API NOW to ensure business continuity.
