Goal

1. Create a new attachment category is not reflecting in projects screen category drop down.

2. When trying to create a note in projects, the user account is prompted with the following error:
You can't create notes because your user account doesn't have an associated party record. (PJF-2236701) To create notes, your user account must be associated with a person record that has a corresponding party record. A party record is typically created when a person record is created in HCM. Contact your help desk.

3. Unable to view PDF attachments on projects in Manage Project Budget in Oracle PPM.   The Error message appears when we try to open the file as Failed to load PDF document.

4. Project Budget Notes are not being saved

5. Project Overview Notes: Internal vs External vs Private. What is the difference between Internal vs External notes. Confirm that Private notes are only visible to the creator
