Symptoms
Employee 401K YTD was at 21,875.96. Global transfer (GT) happened on 06/26. After GT, the 401K didn't calculate for an employee for the new assignment even though the employee has not reached the 22,500 annual limit (year 2023).
STEPS

The issue can be reproduced at will with the following steps:
1. Run payroll for the old assignment until the limit is almost reached
2. GT transfer the employee
3. Run payroll for the new assignment after GT
4. Confirmed 401K didn't calculate as though the limit is reach
