Fusion US payroll: State Balances Are Not Updating Properly When Net Payment Of That Employee Is Zero (Doc ID 2994895.1)

Symptoms

when the employee has only $32.24 of gross wages for one pay period 06/23/23 and this amount is being used toward all pretax deductions thus resulting in zero net pay. When running the Employee Active Payroll Balances report for the State Run Report, zero amount is shown for the SIT gross, SDI gross etc...However, when running the same Employee Active Payroll Balances report for the Federal Run balances for the same pay period, notice the $32.24 is shown in the FIT gross. When looking at the SOE under the balance result, the same behavior is exhibited.

STEPS

The issue can be reproduced at will with the following steps:
- paid an employee with a low wages amount and ensure the pretax deduction took all the wages leaving the net pay to be zero
- run the Employee Active Payroll Balances report for the State Run Report and the Federal Run report
-compare the results and see the behavior
