APEX UNIVERSAL THEME MODAL PAGE ISSUE

Symptoms
Incase if you have a modal page and the modal window movement is only constrained by top of the underlying page.... And not by the top of your current view.
This gives a problem when the modal window is moved to the top and scrolls beyond the window view of the browser, thus making the close button unavailable. and "blocking" the page.
Then We have to choose Standard Dialog window and move the window up and up, and release your mouse button. Now you can not see the "Close" button and the only way to get back is to refresh (F5) the base-page.
