OTM is Picking Incorrect Lane Based Service Time While Executing Bulk Plan (Doc ID 2995280.1)

Symptoms

OTM Customer has defined Lane Based Service Time for their need of Bulk Planning. Here, they have Service Times defined for different combinations of lanes like- Location_To_Location, State_To_State etc.

While executing Bulk Planning, it was seen that, for Order Releases of a particular Source and Destination combination, system is always picking State_To_State Lane Based Service Time; but business was expecting the Location_To_Location one to be picked up by system.
