Problem Description:

When attempting to submit the offer the following error occurs.

You can't submit this offer because its requisition doesn't have enough openings. (IRC-1590486)


STEPS
----------
The issue can be reproduced at will with the following steps:
1. Create an Offer, Extend the offer.
2. Once the offer is under HR Processing stage, re-draft the offer.
3. Make necessary modifications , like in this case, remove current attachment and upload the required attachment with proper filename.
4. Click on Submit, it throws error.
