Symptoms

Error when trying to assign the user to Oracle CPQ Cloud in IDCS

IDCS Error when customer tries to assign user to Oracle CPQ Cloud application in IDCS:

"Account creation failed."

bm.log CPQ error:

[ERROR] com.bm.xchange.rest.exceptions.BusinessLogicExceptionHandler.toResponse(BusinessLogicExceptionHandler.java:79) - Business logic exception
com.bm.xchange.resource.db.BusinessLogicResourceValidationException: Cannot add an inactive user to the company



STEPS

The issue can be reproduced at will with the following steps:
1. In IDCS > Assign users to Oracle CPQ cloud
2. Enter User details
3. Click Next
