Symptoms
ACTUAL BEHAVIOR
---------------
When Cost Change upload templates adds a custom cost change reason with ID 11.
If configured a custom version of the Cost Change template to default the Cost Change reason to a value specified in the template setup, and to hide the reason from the template file:
- The first cost change was created with reason 10 - External Cost Change, while the default was 11.
- The second cost change was create with reason 11.
EXPECTED BEHAVIOR

It is expected that the defaults apply to all cost changes in the file uploaded.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1 - create a new cost change reason with ID 11.
2 - create a copy of the cost change upload template, hide the reason column and default it to 11.
3 - upload a spreadsheet with 2 cost changes.
4 - verify that the uploaded cost changes were uploaded successfully, however the first on the file gets assigned cost change reason 10 instead of 11.
