A user with Next Gen Human Resource Help Desk Administrator role cannot delete HRHD SR's
when a user assigned this role tries to delete a SR, the user is getting
ERROR

You don't have sufficient privileges to add or remove team members (SVC-5295019)
STEPS
-----------------------
1. Login with a user who has Next Gen Human Resource Help Desk Administrator role
2. Try to delete a HR service request through next gen SR landing page
