ACTUAL BEHAVIOR

People Group field is greyed out in HCM Transaction Design Studio for 'Recruiting - Create and Edit Offer','Change Assignment' but editable for 'Employment Info' action.

EXPECTED BEHAVIOR
-----------------------
People Group field should be editable in HCM Transaction Design Studio for 'Recruiting - Create and Edit Offer' and 'Change Assignment' action.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a Sandbox>>HCM Transaction Design Studio>>Select the action Recruiting - Create and Edit Offer' or 'Change Assignment'. It shows not editable.
