Fusion Global Payroll: Element Balances Not Updating During Global Transfer Process

Symptoms
Element balances are not updating during the Global Transfer process.
Transfer Balances process should to get triggered automatically on Global Transfer action.
The issue can be reproduced at will with the following steps:
1. Doing a "Local and Global Transfer":
2. Payroll Details option of transfer, having included:
- Copy balances to the new employment record as CHECKED.
- Copy element entries to the new employment record: CHECKED.
- Element Group: NONE SELECTED.
- Copy calculation cards to the new employment record: CHECKED.
- Process Information Group: US Global Transfer Group.
3. After Global Transfer was approved, checking the actual balances if transferred thru Balance by Date , to new assignment > No results found.
4. The Transfer Balances process is then triggered manually by the user only as workaround.
