Symptoms
Payment file transmission is failing after environment (POD) was migrated to new Oracle Cloud Console.
ESS log for transmission will include errors similar to:
oracle.apps.financials.payments.sharedSetup.transmissions.publicModel.util.SecureFTPPutFunction::oracle.xdo.delivery.DeliveryException: java.net.ConnectException: Connection timed out (Connection timed out)
or
Exception occurred during transmission. Error code: IBY_0001
oracle.apps.financials.payments.shared.util.ess.program.common.util.FormatProgramUtils::Error message: The payment system isn't responding. Verify system setup or resubmit the request later.
Other symptom includes failure which using Test Connection button in Manage Transmission Configuration UI to test connectivity to SFTP server.
Changes
Environment migrated to new Oracle Cloud Console.
All customers would have received a notification prior to this migration. Look for email with subject: Upcoming Fusion Applications Conversion to New Oracle Cloud Console for Oracle Cloud. This email will include list of actions to be taken in preparation for the migration. One such action is updating allow-list.
