ACTUAL BEHAVIOR
---------------
Contacts Loaded Using HDL Contact.dat File Dont Show Up As Eligible Dependents but they do show up when they are added manually through the UI.

 

EXPECTED BEHAVIOR
-----------------------
Contact record should be visible in UI after HDL load.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Data Exchange
2. Import and Load data file
