Symptoms

ACTUAL BEHAVIOR
----------------------
Prevent the creator of the journal from approving the journal.


BUSINESS CASE
-------------------
1. User A created the journal
2. User B submitted the same journal for approval
3. User A approved the journal

Even after configuring task:creator cannot approve the journal, still user A was able to approve his own journal.

 
EXPECTED BEHAVIOR
-------------------------
User A should not be able to approve his journal.
