ACTUAL BEHAVIOR

OTM is unable to Plan Pre and Primary leg when use the re-use equipment in the itinerary setup.
In Multi-leg scenario, where one single order is split into multiple order movements (Pre, Main and other legs). Main leg is the Primary leg.
So whenever we plan pre and main leg order movements together then only main leg planning and pre legs is failing to plan with below error.

The issue can be reproduced at will with the following steps:
1. Create an Itinerary with multi-leg and equipment assignment type as "Re-Use Equipment".
2. Create an order release and bulk plan with above itinerary.
