ACTUAL BEHAVIOR
---------------
Retro TLR3 added mid month is not reported as U line in MCR report. The prorated value of the retro and current paid TLR3 is calculated as expected.
EXPECTED BEHAVIOR

Retro paid TLR3 to be reported in U lines MCR report.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Add a TLR3 amount on 15th of November 2023.
2. Run retro for December 2023 and verified that the prorated value of the retro TLR3 Amount is correct.
3. Run TPS.
4. Review the output of the MCR report and notice that no U lines is produced for retro paid TLR3.
