When Ship Unit Building the Mixed Packaged Item Pallets are not Following TiHi Rules even Though the Exact Same TiHi is Used Across the Packaged Items

Symptoms
Users have setup a THU and has 6 items all defined with this THU and the same TiHi rulex (8x6 stacking to max 48 items) but the Ship Units built have greater than 48 pacakged items.
Expected Behavior
Users are expecting the mixed pallet of 6 items to adhere to the TiHi Rule (8x6) of 48 max on the pallet/THU when the Ship Units are built
Steps to Replicate the Issue
- Setup 6 packaged items and tie to a specific THU with capacity as 8x6 for TIHI
- Add 50 or greater of these items in differing quantities on the order release lines using the order configuration "AUTO_CALC_PALLETS"
- Save the Lines and if needed manually build the Ship Units - notice that the total of 48 packaged items is exceeded
