ACTUAL BEHAVIOR

When composing an e-mail message response the To, CC and BCC fields are not returning values
EXPECTED BEHAVIOR
-----------------------
Expect that the fields will auto populate as the user starts typing a name
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to the application as a user that has HR Help Desk role
2. On any SR, create a message response
3. Attempt to type in the To, CC or BCC fields, and field does not present any users information
