Publisher report delivery fails when PGP Encryption and "Sign Output" options are enabled after 24A and conversion to cloud console (Doc ID 3004680.1)

Symptoms

Analytics Publisher Jobs scheduled with the destination Type FTP are failing with Document delivery failed error when PGP Encryption and "Sign Output" are enabled.
This issue can occur after conversion to the new Oracle Cloud Console and receiving 24A quarterly update.

STEPS

  1. Login to Fusion cloud service
  2. Navigate to Tools > Report & Analytics
  3. Click Browse Catalog
  4. Navigate to the shared folder of the Analytics Publisher report with the destination Type FTP and PGP Encryption and  "Sign Output" are enabled.
  5. Click on More > Schedule to submit a Job
  6. Click on Home >> Navigate to the Report Job History Page and verify the Status details
  7. Report Job fails with status "Problem"
  8. Clicking on Status under the Output & Delivery section shows the below error
