SIOCS Notifications Screens Not Giving Correct Counts (Doc ID 3004917.1)

Symptoms

Reading notifications does not update the notification count.

Steps to reproduce:
1. Log into SOCS, go to notifications, and see the number of notifications.
2. Read some of the notifications.
3. Observer the number of unread notification is not changes (reduced).
4. Log out and log in again - see number of notifications is updated (reduced).
