Message "The request for your feedback was withdrawn" When Participant is Trying to Access Performance Document With The Link From Feedback Request Notification (Doc ID 3005514.1)

Participants not able to provide performance feedback for the employee.

Whenever a Line manager send request to the participant requesting for employee performance feedback. Participant receives feedback notification, once after clicking on the "Provide Participant Feedback" hyperlink, application display "The request for your feedback was withdrawn.".

The issue can be reproduced at will with the following steps:
1. Login as manager, add a participant and send request for an employee performance document
2. login as participant, access the notification and click on the link to give feedback
3. Message "The request for your feedback was withdrawn." appears on screen
