Cannot Use Newly Added Items In Labor_item_number In Debriefing Plugin (Doc ID 3006484.1)

Symptoms

On : 23.D.02 version, Configuration

When attempting to add labor using the debriefing plugin
the following error occurs.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Install the debrief plugin
2. Create labor item and labor description properties
3. Start and activity and click on the debrief plugin
4. Select labor and the labor item created in step2
5. Sign and Save
5. Check if the error will be displayed

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot debrief labor while working on activities
